He subsequently held senior management positions in the Head Offices of the Manpower Services Commission, the Employment Department, the Department of Trade and Industry and the Department for Education and Employment.

These different positions involved providing policy advice to Ministers, and directing, reviewing and marketing major national training and work experience programmes for the unemployed, young people, the disabled and small business proprietors.

Mr Challis was the last national Head of The Small Firms Service, which provided business advice to 50,000 business start ups and small firms a year, and he directed the transfer of the Service into the private sector. Latterly he was responsible for the management of training and development for the staff of government departments. He has also been the Chairman of the Trustees of a Registered Charity, supporting young people with communication and learning difficulties in their transition into the world of work.
